Tender notice for the award of the contract for the provision of consultancy services for the preparation of the financing application and the business plan and in the field of project management

The undersigned, ISTRATE MARCEL, as administrator of STIMPEX S.A. with registered office at: Bucharest, Str. Nicolae Teclu, No. 46-48, Sector 3, with registration number at the O.R.C: J40/2078/19.04.1991, CUI RO326768, Tel: [+40] 213.452.173, e-mail: office@stimpex.ro considering the intention to submit an investment project consisting of the acquisition of equipment/facilities for the production of bodywork for motor vehicles; manufacturing of trailers, semi-trailers and other accessories thereof in order to obtain its financing within the Regional Operational Program, Priority Axis 2 – Improving the competitiveness of small and medium-sized enterprises, Investment Priority 2.2 – Supporting the creation and expansion of advanced production capacities and service development, Call for Projects POR/846/2/2 (2.2-SME Call 2020), we hereby request you to submit an offer for the provision of consultancy services, taking into account the following coordinates:

Contract type: service contract

Object of the contract: consultancy services regarding:

• Elaboration of the financing application and business plan;
• Consultancy services in the field of project management.

Contract duration: The contract will be valid for the entire period of the project (development, evaluation, contracting and implementation).

Place of provision of services: at the headquarters/workplace of the chosen provider and at the headquarters/workplace of the beneficiary.

Estimated value of the contract: 500,000 lei excluding VAT.

The price offered cannot exceed the estimated value and cannot be increased during the contract execution period.

The minimum requirements that must be met are:

§ Operators must not be in a conflict of interest according to the provisions of art. 14-15 of OUG 66/2011 regarding the prevention, detection and sanctioning of irregularities arising in the obtaining and use of European funds and/or national public funds related to them.

§ The candidate will present the Certificate of Determination issued by the Trade Registry Office (online, in original or legalized copy, issued no more than 30 calendar days prior to the date set for submitting the offers) at the competent court, which shows the object of activity (CAEN code) related to the provision of the services that are the subject of this award documentation and for which the offer is submitted. Failure to present the document automatically leads to the disqualification of the bidder.

§ For the implementation of the project, the bidder will make available, in order to ensure the object of the contract, at least one employee/collaborator/provider with skills, knowledge in the field of developing projects financed from structural funds and project management.

Procedure applied: According to the provisions of OMFE no. 1284/2016 regarding the approval of the Competitive Procedure applicable to private applicants/beneficiaries for the award of supply contracts, services or works financed from European funds

Elaboration of the award justification note: In accordance with the provisions of OMFE no. 1284/2016 Section 4 Conduct of the competitive procedure, point 4.2 Analysis of the offers and elaboration of the award justification note, the offers received will be compared by reporting them to all published requirements and the offer that meets the technical requirements and presents advantages over them, at a competitive quality/price ratio, will be chosen.

Deadline for submission of the offer: 11/11/2020, 12:00. The date of submission of the offer is the date of its receipt by the purchaser and not the date of transmission/delivery to the post office or courier.
